Missouri City Welcomes Newpoint Estates Neighbors
Missouri City has welcomed additional homeowners into the community after Council Members voted recently to annex portions of Newpoint Estates that were not within the City limits and not within the city limits of Arcola.
The Dec. 19 decision, which follows guidelines for growth and development outlined in the Comprehensive Plan, extends the City’s southern boundary along Highway 6 and incorporates an additional 277.32 acres with a taxable value of about $27,000,000 into Council District D.
Newpoint Estates is a unique neighborhood that features deluxe homes on large-acre lots. About 12 homes in the community were already in the City and about 64 lots and several reserves in Sections 1, 2 and 3 that were not within City limits will now be included. Similar subdivisions that have been annexed over the years are Oakwick Forest, Silver Ridge, Waterbrook and Waterbrook West.
Post-annexation municipal services homeowners will receive include high quality Police and Fire protection, lower fire insurance premiums, structured roads and streets maintenance, and competitive garbage collection rates. Currently, all homes in the subdivision participate in Missouri City’s Municipal Solid Waste Collection Program. And, Fire response will be provided primarily from Fire Station No. 4, located near the intersection of Sienna Parkway and Trammel-Fresno Road. Based on the insurance carrier, Newpoint Estates property owners could save approximately 33 percent on their insurance by obtaining the City’s ISO rating of a 3 from their current rating of a 10.
Prior to annexation, City Council and staff carefully reviewed the process, communicated extensively with Newpoint Estates property owners, held two public hearings and also took the following steps:
*Sent written notification to all impacted property owners, public entities and utilities serving the area and railroads
* Prepared an annexation service plan for impacted areas and shared it with the subdivision
*Attended annual homeowner’s association meetings and community meetings to explain the process and answer questions and to receive resident input and feedback
*Completed a survey of the subdivision to ensure proper evaluation and finalization of the boundaries in the affected areas
When making annexation determinations, Missouri City looks at the fact that growth, whether inside or outside the city limits, affects water quality, drainage, traffic congestion and the need for adequate police and fire protection. These issues cross jurisdictional lines (city, county, and special districts), where different standards and levels of service may be required, and can produce a complex system of regulation by multiple jurisdictions that can lead to administrative confusion, inefficiency, duplication and excessive costs. Annexation provides a consistent level of standards and urban services and can help preserve a growing urban area as a unified whole.
